[Bugfix][MOB-375] Fixed OBBs upload fails

What does this PR do?

Gets the selected apps again on upload so it can get the permissions to obtain the OBB files.

Where should the reviewer start?

• StoreManager.java
• PackageManagerInstalledAppsProvider.java

How should this be manually tested?
