[Bugfix][MOB-636] App description scroll fixed

What does this PR do?

Allows to scroll inside of app description scrollview inside of the app submit scrollview.

Where should the reviewer start?

• AppFormFragment.java

How should this be manually tested?

Upload an app that requires to go to the submit app screen and fill the app description with enough lines to make it scroll and try to scroll
