What does this PR do?

Fixes a bug while trying to create store in landscape because it wasn't scrollable Change the view to a scrollview.

Where should the reviewer start?

fragment_create_store.xml

How should this be manually tested?

Login with a store without store, rotate to landscape and scroll down so the "create" button shows up
