Fix "aptomictl state enforce" to be consistent and not erase actual state in the middle of apply

Implement by creating new revision with a special flag Don't erase actual state, just generate the full list of actions

Also:

• we should consider having a "local" state enforce, for a set of services/dependencies, instead of the one which is global
