Add monitoring/observability tools

Request

We need to add some monitoring on the aleo nodes. We do have an existing monitoring so we can just re-use those.

We need to monitor the following:

• aleo node
  • check if the node is down
  • check if the node height is not less than 100 blocks from the aleo explorer
