Hey B this is a big PR but I think it's pretty straightforward programmatically. 2.3k of the row changes are html content, as usual. The goal here is to document the discrepancies I identified between the 2019 raw WQP pull and the current one. The count_aq_by_huc script does the heavy spatial filtering lifting and these two scripts are very much not targets-ified. Once this is merged in I'm going to work on getting the repo ready for external eyes.
