The main effort here is in updating the failure detection process used for chla and introducing a system for plotting the detection counts for each grepl search pattern. A function is introduced (3_harmonize/src/plot_fail_pie.R) and the chla harmonization and documentation scripts are updated, figures produced.
DOC/TSS/SDD scripts are also cleaned up a little but there shouldn't be any significant changes to how things are done. 3_harmonize/out/chla_tiering_record.csv got pulled in here but isn't worth reviewing right now - it's going to change when the chla tiering is reworked this week.
