Updating documentation #49

Hey all, this is mostly an update to the chlorophyll a bookdown documentation. The html files that go with this are the source of the many many row changes. I think that bookdown_raw/ files and 3_harmonize/out/chla_analytical_tiering_record.csv are the main areas that are of interest. And 3_harmonize/out/chla_analytical_tiering_record.csv is kind of dependent on whether or not you want to look deeper at the tiering that we've already discussed.

There's some small changes that haven't made it into this version of the bookdown because my targets workflow invalidated right before this, so they're stuck in a pipeline that's likely going to run until tomorrow.

This is looking so good! Very excited to see so much progress. My one broad suggestion is to go through the document to ensure we are consistently using either present or past tense.
