Update harmonization for new Drive methods

Hey @steeleb,

This PR should bring the harmonize repo/workflow up-to-date with the new download repo methods. My hope is that you can double check that I didn't overlook anything in implementing these changes. There's also a PR that was merged into the download pipeline while you were out of office, which might be helpful to reference.

The major files impacted:

_targets.R:
- Add/edit headers
- Add {config} methods
- Delete/edit old Drive-related link targets
3_harmonize.R: Break out data target by parameter
config.yml: Added
create_bookdown.R: Update target/dependency names based on changes to _targets.R and 3_harmonize.R
src/retrieve_data.R: Added/replaced previous version. Looks a lil different than in targets_storage repo
run.R:
- Added {config}
- Made a (hopefully temporary) change to loading {ggrepel} because of a bug that requires an earlier version of the package

Other files changed should be the result of re-running the pipeline from scratch, which works for me.

How about after chla wraps but before doc?

Perfect on all accounts - we'll probably just want to move the repo before we finalize the chl-a data pub tho so we can cite the code in it's... final resting place.
