Current measure in LIMSIM is the change in habitat at MALF. This is only dependent on the minimum flow setting and only varies is the minimum flow is set to lower than MALF. It is independent of the total allocation.
Some thought needs to be given to a better measure - e.g. do we need to consider the time that low flows occur for? Should we just consider some seasonal measures? Could we integrate over a range of flows?
Probably best for us to consult with some ecologists......
