Objective Goal:

By January 2017, X% of the active Arabic volunteers feel X% more recognized than in October. We aim to reduce the frustration felt by community members regarding the lack of communication about new plans.

Feedback, I would re-word the Objective Goal to something more specific and time-bound, for example:

By January 2017, X% of the active Arabic volunteers feel X% more recognized than in October.

Then you can measure now what are the problems and how people feel and then in January to compare results :-)
