proposed commands

[x] 'host_shutdown' : quits the hosting instance
[x] 'add_point name count' : adds the passed points to name
[x] 'add_equipment name equipment_name count' : adds count amount of equipment name to name
[x] 'rehost' : sends the hosting instance back to the main menu, and if they are not a server, runs hostGame

Rehost and Host shutdown are not available in game currently
