[BUG] Refresh Issues #2

With the ECR is open in the browser, the lock / unlock toolbar function does not cause the impact matrix toolbar to refresh. The add item icons stays active/inactive based on how it is when the ECR is opened. If the ECR is locked from the grid view then opened, the impact matrix toolbar is correct. Same for unlock.
