A new endgame crisis dubbed Galactic Storms

Causes planets to become inhospitable
Energy Collectors malfunction
Plagues spread
Panic across planets
Psychics go crazy
Cyborgs and machines shut down
Gene-evolved turn to biomush/mutants
"The End is Nigh!" zealots

Tests the strength of the government and the people, not the strength of the fleet.

There will be special projects to turn weaknesses into strengths (at great costs) and become immune.
