After disasters, natural or otherwise; aid can be given.

If aid has been given, then order is being maintained and the disaster is thus less severe.
If not, unrest and looting and such.

Aid can be given by the own empire, or a xenophile neighbour or federation member might offer help. Helping others makes Xenophobes and Imperialists factions angry, makes Xenophiles happy.

Some disasters cause tile blockers; Aid helps with tile blocker removal

[x] Aid becomes more costly the more pops are on a planet
[x] Make it it's own scripted_effects (and scripted_triggers for allow= ) entries (including @parameters at the top) for easy editing and reference

not actually completely done yet; just foundation has been laid out, Especially missing localisation.
