Updates constitution to reflect changes implemented here; pending AIP / DAO approval.

Note that the current body of Member election also includes incorrect time values (fixed here).

Also fixes description of proposal passing condition w/r/t to abstain-votes.

TODO: update SC election docs / glossary as well
