This kind of NFT is a "prepaid card", it can be used in the places that need certain token, while they have limitations on transfer, re-sell, or can only be used for certain providers.
e.g. a hackathon project can grant every participants $1000, but only use for buying service for the hacking. They can't cash off, or sell to others.
Prepaid NFT not necessary need to contain the actually value into the NFT itself, it can drain from a pool (or just a budget). So any un-used NFT will not freeze the real budget.
