5. Steps to Reproduce
Clicking on the desktop (anywhere) will bring SidebarDiagnostics on top of the Windows taskbar. Then clicking the taskbar brings the taskbar forward, on top of SidebarDiagnostics.
This does not happen if "Always On Top" is checked, in which case, SidebarDiagnostics is always under the taskbar but above all other windows.
