CPU core usage is incorrect on Windows 11 #407

5. Steps to Reproduce This behaviour exhibits with no additional steps

I use my machine to run software builds for large projects and I noticed today that the CPU usage shown within the app is not correct.

I have attached a screenshot of the Performance tab of Task Manager showing all 6 physical and 6 additional logical cores, and the CPU is currently sitting around 90-100% utilisation overall.

Sidebar Diagnostics shows the usage as between 15-30% usage on each of the 6 physical cores, when they are actually closer to 80-100% all of the time.

The usage shown in Sidebar appears to be about one third of the actual usage at any given time, but it is wildly variable and not an accurate representation of what's happening at any given moment. Here's another screenshot showing very low usage percentages when the CPU cores are all sitting at no less than 80% utilisation:

I guess windows 11 changed something with some update, in may was showing correct usage and cpu frequency, now it says my cpu is running at 15 Ghz...

This is an issue with windows 11 22H2, it shows wrong usage here & MSI Afterburner with riva tuner (I'm also guessing other programs also). I think latest afterburner beta fixes the issue. so this will need updating also.

Did you try to check your Task Manager->Settings->Real Time Update Speed?
