It happens with me after NVidia drivers update. Everything got back after Restart. Try to change Monitor sides, Save and change setting back.
i try its after eyery system Boot and i chance the settings after every boot
Try to Reinstall +clean system(+Gegistry) with CCleaner. *Use ccleaner after uninstall.

Probably your system have a lot of temp/junk/dead registry keys.
Having the same issue - dual monitors, fresh windows 11 install, fresh sidebar diagnostics install.
Windows says the left monitor is #1 but sidebar diagnostics says it's #2 🤷
To get it into position I have to change screen to 1 and back to 2 then change dock from left to right and back.
That's not an issue, the sidebar has different count of monitors. I have side bar on Monitor identified by system #1, but in program settings like #3. Try to toggle settings, should help.
