Quick PR to rename the tool to preHGT (prehgt) #35

I am capital-agnostic, and don't mind if it's referred to either way. Once I merge this PR, I'll go and change the actual repo name from 2023-rehgt to prehgt.

I used grep to find any stragglers left over...I haven't ID'd any.
