Add Codecov integration to CI workflow #26

Which will post results of the test-coverage CI workflow (that runs covr) as a comment on PRs. I authorized codecov.io for the Arcadia-Science organization and followed the enable repo instructions

I think this is working? It's enabled on codecov.io and I saw the output of the upload? I think this can be merged for now...if it ends up not having expected behavior in the long run I'll address issues in another PR if that's ok.
