[STORY] Compare spec used to build previously built images during deployment #98

Description

As a developer, I want to be able to build and a release of new and edited pipeline specs without having to build the whole suite of pipelines.

Acceptance Criteria

[x] 1. new pipeline specs are built when deploy build is run
[x] 2. edited pipeline specs are rebuilt when deploy build is run
- [x] a. if wrapper version has not been updated and tag newly built image would clash, then throw an error
[x] 3. unchanged specs are skipped during the build

Suggested solution

Store spec from build within built images
Download previously built images and extract spec
Compare spec and skip if not required
