Old autoban compared the max value rather than the currently assigned value. this will allow players to manually assign additional mods after the autoban check, but that's such a fringe case it's not necessary to care about.

All the other updates are because of new version I believe.

For whatever reason I am really behind the master. If someone else wants to fix it because I can't into git properly, here's the quick fix:
