Greatly buffed Flamethrower Pyro's Inferno (To Be Closed)

Additions:

• Nonheroic armored biological ground units that die to Inferno's blast burst into napalm which continues to burn all units in a small area for 10 seconds.
• Nonheroic armored biological ground units that survive the blast spread the effect, potetially creating a chain reaction.
• Targets affected by Inferno suffer 60% movement speed.

Unintended Side-effect (but perhaps desirable):

• When the Flamethrower Hero dies, his blast has the potential to cause nearby armored biological units to burst into napalm. (EpicDrunk said this consequence is logical since the Flamethrower Hero is "carrying that much [napalm] in the first place" and it forces players to use inferno properly.)

• I'm still working on the patch notes for this.
• This may need some multiplayer testing to check for both lag and balance.

I have changes to add to this, but I can neither update nor resolve the conflicts. I decided to start with a freshly updated clone of ArcanePariah's master, then reimplement the changes to Inferno. I'm leaving this pull request open as a reference until the later version (pull request #224 ) is tested and ready for merging.
