VMaiko: Still Eye of The Dragon gives -2 morale only when port another emerald artifacts (In this case General's Order) that give +2 morale with Hero Rion.

Mordino: Still Eye of The Dragon gives Moral +1 and -2 Temporary until next Battle. BUG? But only on Rion, Voy is normal +1 Moral + 1 Luck Bug by Rion, not by Voy
