Create settings window for XLIFF file uploading

It must include the following features:

• [x] Selection of TMX files from the list of all files. Only these files must be used to process XLIFF.
• [x] Settings what to do if the match found in multiple files: take newest, take oldest, skip
• [x] Selection of additional options like: a percentage of match of segment, use translation API or not etc.
• [x] Yandex Translation API folder id and oauth token
