Add more training data #5

Currently there are limited training data available. Need to add more faqs, related to covid awareness. etc

I will begin implementing the Covid dataset from here tomorrow morning. I have already added significantly more data to the general (affirm, deny, greet etc.) intents and a large number of chitchat intents.

I will also begin migrating the FAQ's to rules.yml (and maybe chitchat too) and make use of the the new ResponseSelector and RulePolicy features in Rasa 2.0.

Although maybe some of the FAQ's would benefit from remaining in stories...
