Purchased https://www.spigotmc.org/resources/head-database.14280/ and added to DEV Survival and Creative. Needs to be tested to see if there are any conflicts with other mods and to see how to set Config

Implemented with rights only assigned to admins while player KeekTheMoonPanda owns the head shop
