Describe the bug
That bug looks like connected to #31 . When interactive doberman filled, she have broken alert mode - she starts to spam npc alarm replies and never change alarm mode.
To Reproduce
Steps to reproduce the behavior:
Load level City or Station
Use and fill interactive doberman
Grab and release her/ or force another doberman to call reinforcement
See error
Expected behavior
Need cooldown over time. Or change her broken guard AI. Looks like it happens because was deleted part of Guard specific code of her AI and she just can't able to "complete" her current tasks as guard.

Maybe interactive npc could have completely different AI behavior? Like helping to player with another npc CV - grab and hold npc who trying to start to alarm, make guards completely unaware by talking with them, don't to mind being CVed itself, etc.
