The easiest way to use the Telegram.org is probably its Google Chrome app.

Hi, I think I need clarification on this ticket. Are you asking about submitting jobs and other ArchiveBot commands via a Telegram bot?

Yes. A telegram.org human user can talk to another telegram.org user, which is a bot, and tells that bot to archive sites X,Y,Z,...
The telegram.org bot is just a gateway to whatever You have at Your servers. One gateway out of many.
