PhantomJS is no longer maintained. The last stable release was in early 2016, little development happened afterwards, and it was officially frozen in June 2018.
PhantomJS never worked properly. When it worked, it caused wpull to produce ridiculously bloated WARCs because all page requisites were refetched for each page (and not deduplicated). On other pipelines, it simply never retrieved anything in the first place.
The precompiled PhantomJS 2.1.1 binary from Bitbucket -- the only thing that kind of worked, unlike the packages shipped by the distributions -- no longer runs at all on Debian Buster because it is too old (or more specifically, compiled against a too old OpenSSL version).
