Cannot promote an employee to head when that employee changed departments

a superuser can not promote an employee that has changed department, but can still promote others

i tried promoting an employee that changed department like i changed from computer science to IT nya dili na sha ma promote HAHAHAH

the employee that changed departments also displays an error 500 code when submitting an swtd

mo submit sha even though code 500 sha and the swtd will be duped when i clicked it again

so... it seems like not only the employee that changed department have this error, even the account i made after that

Weird. I was able to promote an employee after switching departments. Ensure both local repositories are updated.
