Relocate and create Configurate API wrapper #296

To resolve compatibility issues with certain plugins, this PR relocates org.spongepowered.configurate and creates a wrapper for the API instead of using Configurate classes.

All instances of ConfigurationNode have been replaced with ConfigNode in the api and api-bukkit modules
Configurate is no longer included in the api as a dependency
