Write Polonium help file and decide on additional command-line arguments #20

The polonium -help flag needs to have some documentation text written for it. Also, we need to determine whether or not we want additional command-line arguments such as one for scientific notation, and if so, do we want to add an additional third-party CLI system such as Plume or possibly DocOpt?
