Improve precipitation downscaling #13

Curcial need to improve the precip downscaling as right there are no orographic or hillslope effect on the precip.

Added simple lapse rate correction based on Liston and Elder 2006 in commit 1dfec4804560b7ae331800de17ad0afe1bf0fe5c
