Remove penalty section #4

Ben and Michal said to do this cause super scouts will now do this on paper sheets, among other things. expo-cli is running on node version 11.12.0, and I'm running iOS 12.1.4 on an iPhone 6 and it works.

I don't know how React/Node/Javascript works so I just deleted the row tag that had penalty stuff in it. It's still in data maps cause I thought that wouldn't really break anything.

The only thing that's missing here is the updates to the desktop side. If we ran this code it would still output the column for the penalties but it would always be 0. I already made the changes earlier this afternoon and I'll be pushing them in a few minutes. Sorry I didn't push them earlier.
