Feature Request - higher geography spatial lookup? #4785

Is your feature request related to a problem? Please describe.

We can find geography by spatial data. (Sorta/sometimes, see https://github.com/ArctosDB/arctos/issues/4755.) There are no tools to do this. There should be, maybe.

Kludge on.

Additional context

Needs discussion. Do we actually get data with coordinates and without geography, are we comfortable with any of the above, ???? Let's don't build things that won't get used, and lets focus on building things that will.

Priority

Might be high for the next new collection, but not stopping me from doing anything.

Geography is not hierarchical, at least when it's the mishmash of places and politics we have.

Did I miss something spatial in there?

Don't think this is necessary in the current model, just assert 'not saying' with decent coordinates and Arctos will figure it out.
