geography cleanup: Madagascar #5185

GADM isn't current, I'm back-burnering this for now.

@dustymc Can we do a work-around for Madagascar since all the data is in GADM - just not at the correct level.

The six provinces were dissolved in 2009 and the 22 regions were elevated to the first-tier administrative level. GADM still includes the six provinces but also has the next level regions.

If we omit the six provinces in GADM and enter just the 22 regions, it should match the current situation. For example, Antsiranana used to be a province. It has Diana and Sava as subregions. These are currently valid regions.

I can't do anything until I get some assistance from TACC (see https://github.com/ArctosDB/arctos/issues/6521).

After that - maybe worth a call? If it's as simple as I think you're saying then it should also be easy enough to update when GADM catches up and all sounds reasonable at the moment....
