SABI Request - allow downloadable local backups for collection-level data

During our NSF no cost extension period (2024-2025), we will implement services for local backups for collection admins -- this will be grant-funded work so takes priority to be completed by spring/summer 2025.

Functional need: each collection lead should be able to download periodically their IPT archive + non-IPT data in Arctos, such as transactions, etc. Ideally these local backups would be useful to reload data back into Arctos (thus using the bulkloader framework)

Summary for feedback and more input from @dustymc @lkvoong:

• access by collection admins (manage_collections); if implemented as a suite of links and handy services which could just be part of the collection management page (ie make it easy)
• a link to the collection IPT archive (again, make it easy: e.g. http://ipt.vertnet.org:8080/ipt/resource?r={collection's code, e.g., mvz_herp})
• new service request to download transactions (loans, borrows, accessions) by collection, which can be automatically handled as an async request.
• allow download as a zipped text file like CSV

What other things need to be available to only collections? This would not include shared tables (too complicated to split out by collections, plus this is included in the Arctos-wide backups)

I can discuss further when we get closer to implementing but wanted to start the request early.

I will need to know exactly what's needed in the downloads. https://arctos.database.museum/tblbrowse.cfm?tbl=trans is a good place to start, but I'm willing to work with whatever and this can be incremental (eg the first request doesn't have to be final/complete).
