Summary

I have access to finer-scale IP-based block tools, and have been tracking usage through a private doc. I need to find a way to move that to the UI, in part so it can interact with the safelist.

User Interface Changes

Whatever changes are necessary in blocklist UI.

Probably something to table blocklist
