add these:

• add internal license
• add external license
• data quality contact (require)
• mentor not required
• "administrative contact [ link ]" user/contact required - does not need arctos access, can answer admin stuff
• admin collection role - make sure this it's clear that this person has arctos access

New things are:

* internal_license
* external_license
* administrative_contact
* data_quality_contact

all should be required.

Please let me know ASAP if anything needs adjusted.
