Summary

Allowing near-anyone to write unrestricted SQL to the database isn't tenable. This should provide a mechanism to better control that while allowing maximum access to reports.

TODO: I've got SQL timeout set to 30s, I think that'll be way too long but I need to rewrite before adjusting.
