CTL Backend: Ogmios #159

To support the runtime dependencies for a CTL dApp, we'll need an Ogmios service running.

Already done in https://github.com/input-output-hk/cardano-ogmios

Need to reopen because mlabs uses an ogmios fork

Can close again, thankfully the original ogmios repo has a nixosModule which allows to change the ogmios package.
