In order for the Duelling Plugin to have Arenas to use, I need access to those inside the Plugin.
Therefor I want to provide a command to set up an arena.
An arena will automatically be world guarded, if the command is run by staff, and saved into a List of Arenas.
The Feature in total contains the following commands:
/arena create
/arena listall
/arena info
