added the /stockpile command
added the config.yml with configurations for the backend connection
added the stockpileConfig to configure the values of the items as well as regulations.
added the ALApiClient.java to handle backend connections
added a changelog.txt to keep track of all changes
added FactionStockpile and Player Models to represent the backend entitys
