Command Syntax is /refreshResources [faction]

[ ] fetch all resources for all factions (If a faction is given just that faction) from the backend and save them in a list
[ ] The list can be saved to a file and loaded from it
[ ] existing lists are overwritten (resources from the previous month are removed and only the currents month resources are available)
