Description

In case the backend is down we want to be able to still have a faction list. For that, upon loading the factions, the list should be saved within a json or yml file and this file should be loaded if the backend is down.

ACs

[ ] Factions are saved in a file upon being loaded
[ ] If the file already exists it is overwritten
[ ] The factions are loaded from the file, should the backend be down

No longer required, the functionality to the commands is provided differently
