Improvement: Add functionality to backend reliant commands for when the backend is down

Description

If the backend is down, commands like /stockpile and /rpchar can not fetch needed information. We want to solve this issue by giving the commands functionalities for when the backend is down

ACs

• [x] The command /rpchar works to a full extend even if the backend is down
• [x] The command /stockpile gives feedback that the backend is down for the subcommands needing the backend
• [x] The reload command gives proper feedback when the backend is down, upon loading the factions

Code theoretically should work without the backend now and the plugin should upon reload or startup, be able to see if the backend is online of offline
