Technic Laucher

As described in the Wiki

Following issues have occured with Release v1.0

[x] /alreload {Factions} gives the feedback, that factions have successfully been reloaded and than, that there is nothing to reload
[x] /rpchar throws a NullPointerException at line 57 of CommandRPChar

I´ve dug into the whole stuff and figured the following:

[x] the switch-case needs breaks within CommandALReload
[x] The RPCharModel of the PlayerModel is null thus the player seems to have no RPChar even when there is one in the database
